Ex-Thai PM will face murder charges over crackdown

BANGKOK (AP) ? Investigators say they plan to file murder charges against Thailand's former prime minister and his deputy in the first prosecutions of officials for their roles in a deadly 2010 crackdown on anti-government protests.

The protests and crackdown left more than 90 people dead and about 1,800 injured in Thailand's worst political violence in decades. Former Prime Minister Abhisit Vejjajiva's Democrat Party, now in the opposition after being ousted in elections last year, and "red shirt" supporters of the ruling Pheu Thai Party have blamed each other for the bloodshed since.

Department of Special Investigation chief Tharit Phengdit said Thursday that investigators found Abhisit possibly culpable in the death of a taxi driver because he allowed troops to use war weapons and live ammunition against protesters.

Abhisit and former Deputy Prime Minister Suthep Thaugsuban, who was in charge of the ad hoc security agency set up to contain the protests, will be summoned Wednesday to be formally charged. The courts must accept the case before it can go to trial.

Democrat Party spokesman Chavanond Intarakomalyasut called the decision "an abuse of government's power to threaten its opponents." He noted that it was done while parliament is in recess so the two men's immunity from arrest is lifted.

Tharit denied that the decision is politically motivated and said the case is significant "for society because the deaths were inflicted by an act of government officers."

The deaths occurred during the red shirts' nine-week anti-government protest in the heart of the capital that had sought to force Abhisit to call early elections. Central Bangkok was garrisoned by soldiers until they moved in to crush the protest on May 19, 2010.

The protest was staged primarily by supporters of former Prime Minister Thaksin Shinawatra, who was ousted by a 2006 military coup after being accused of corruption and disrespect to the monarchy. His supporters and opponents have vied for power since then, and Thaksin's sister Yingluck Shinawatra now leads the government.

A Criminal Court inquest recently found that taxi driver Phan Kamkong was killed by guns used by military personnel during the crackdown.

Chavanond alleged that the inquest was a one-sided trial in which the accused could not defend themselves and that no one was pinpointed as the shooter.

He insisted the security body set up to contain the protests issued no order to use force against or kill civilians, only to keep order in dealing with "black shirts," armed men who served as guards for the demonstrators.

"To use the court's inquest to conclude that the two men had the intention of murder was groundless and against the law," Chavanond said.

He said both Abhisit and Suthep "are ready to prove their innocence," and that "those who brought up false charges will have to take responsibility."

DSI chief Tharit said factors leading to the planned charges include the continuing use of force over time and the killing of civilians without resorting to other methods of controlling protesters.

Parents key to preventing alcohol, marijuana use by kids

Wednesday, December 5, 2012

New research from North Carolina State University, Brigham Young University and the Pennsylvania State University finds that parental involvement is more important than the school environment when it comes to preventing or limiting alcohol and marijuana use by children.

"Parents play an important role in shaping the decisions their children make when it comes to alcohol and marijuana," says Dr. Toby Parcel, a professor of sociology at NC State and co-author of a paper on the work. "To be clear, school programs that address alcohol and marijuana use are definitely valuable, but the bonds parents form with their children are more important. Ideally, we can have both."

The researchers evaluated data from a nationally representative study that collected information from more than 10,000 students, as well as their parents, teachers and school administrators.

Specifically, the researchers looked at how "family social capital" and "school social capital" affected the likelihood and/or frequency of marijuana use and alcohol use by children. Family social capital can essentially be described as the bonds between parents and children, such as trust, open lines of communication and active engagement in a child's life. School social capital captures a school's ability to serve as a positive environment for learning, including measures such as student involvement in extracurricular activities, teacher morale and the ability of teachers to address the needs of individual students.

The researchers evaluated marijuana use and alcohol use separately. In both cases, researchers found that students with high levels of family social capital and low levels of school social capital were less likely to have used marijuana or alcohol ? or to have used those substances less frequently ? than students with high levels of school social capital but low family social capital.

###

The paper, "Does Capital at Home Matter More than Capital at School? The Case of Adolescent Alcohol and Marijuana Use," is published online in the Journal of Drug Issues. The paper was co-authored by Dr. Mikaela Dufur of BYU and Benjamin McKune, a Ph.D. student at Penn State.

Expert shows school district funding disparities

AUSTIN, Texas (AP) -- The Texas Legislature's decision to cut $1.4 billion in grants to public schools disproportionately hurt poor districts, costing them $253 per student a year compared with $21 a year for rich districts, an expert testified Monday.

Albert Cortez, policy director at the Intercultural Development Research Association, also said that Texas' poorest school districts charge higher local property taxes yet collect about a fourth less in revenue per student than the state's wealthiest districts.

He said the poorest 10 percent of districts statewide levy an average of 11 cents more per $100 valuation in local property taxes compared with the wealthiest 10 percent of districts. However, that translates to about $1,430 less in funding per student ? a 25 percent difference between the two groups.

The Republican-led Legislature cut funding for Texas public schools by $5.4 billion last year, leading to larger class sizes, teacher layoffs and the elimination of full-day pre-kindergarten in most schools districts.

A report compiled by Cortez for the trial found that "limited state efforts to improve school funding over the last few years have allowed major disparities in funding among Texas districts of varying wealth to persist over time."

Legal fights over school financing are nothing new in Texas. The lawsuits at the center of the current trial are the sixth of their kind since 1984 ? and Cortez has testified in all those trials. His San Antonio-based nonprofit works to strengthen public schools for all children.

Several groups of schools districts, responsible for educating three-quarters of the state's more than 5 million students, have sued Texas over the funding cuts and other policies that they say hinder public education.

Texas does not have a statewide income or property tax, so it relies on local property taxes and other state revenue to fund schools.

As part of his report, Cortez examined tax efforts necessary to generate certain levels of revenue. He found that the poorest 10 percent of school districts statewide had to tax at $1.38 to generate $7,000 per student, while the wealthiest can bring in the same amount at just 94 cents.

The state caps tax rates at $1.17, and Cortez said many of the poorest districts now cannot get to $7,000 in funding per student without exceeding that limit.

Districts in rich and poor parts of Texas are largely on the same side of the case. The state's funding system relies heavily on a "Robin Hood" recapture scheme where districts with high property values or abundant tax revenue from oil or natural gas resources turn over part of the money they raise for distribution to poorer districts.

Many "property wealthy" districts say that while they are in better shape than their poorer counterparts, the system still starves them of funding since local voters who might otherwise support property tax increases to bolster funding for their schools refuse to do so ? knowing that most of the money would be sent somewhere else.

Cortez also studied funding differences between those districts that turn money back over to the state as part of the Robin Hood system, and those that receive money as part of it. He found an $875 average per-student funding difference, and a 6-cent difference in tax effort.

District Judge John Dietz noted that difference was smaller than funding discrepancies during the 1984 lawsuit, but Cortez said that in a classroom of 20 students, the gap still amounted to $18,000.

Cortez also said that while the gap is smaller than in the past, student demographics have changed substantially since the early 1980s while academic accountability standards have also increased.

Music Industry Has No Structures- Obour | Daily Guide Newspaper

Obour

The President of the Musicians Union of Ghana (MUSIGA), Bice Osei Kuffour has declared that the GH?2million budget allocation for the music industry was inadequate for the music sector alone.

According to him, the music industry needed more support from the government to boost its image since it has suffered from a number of weaknesses including weak distribution channels, a lack of documentation and economic measurement, lack of strategic marketing competencies, inadequate skilled industry professionals, lack of enforcement of existing laws, small market size, technology deficiencies, inadequate infrastructure, lack of investments among others.

Speaking at a press briefing on the study of the music sector held at International Press Centre in Accra on Monday, December 3, the president of MUSIGA, who is also known as Obour stressed that the music industry had no institutional structure that trained and fed its practitioners in this country, and that the lapses and inadequacies in the sector were many and varied.

The press briefing which was under the theme, ?Revitalizing the Creative Art Industry: The contribution of the music sector to the socio-economic development of Ghana,? was organized by MUSIGA to throw more light on the project and inform stakeholders and the public about it.

The objectives of the study were to collect, collate, analyse and present qualitative and quantitative information on the whole sector.

Specifically, the study sought to provide a baseline data on the music sector using both primary and secondary data, understand and explain the structure and functioning of the sector in Ghana and identify vital strengths and weaknesses, make recommendations and proposals to stakeholders and government on the way forward and stimulate discussions within the music sector, between related sectors in the creative art industry and between government and other stakeholders as to what policies will be useful for revitalizing the overall industry.

Obour disclosed that the industry had no data on the commercial values that music and other creative industries brought into the national kitty.

According to the MUSIGA president, the outcome of the study would be used to prepare a four-year medium term strategic plan to guide the development of the Ghanaian Music Industry.

?In the middle of January 2013, we shall also organize a bigger stakeholders? forum to prepare the grounds for all who have information to share with the consulting firm to ensure that at the end of this project we shall have a very credible data to drive investments into the music sector,? Obour disclosed.

Air quality raises concern at NJ train wreck site

A containment boom floats in Mantua Creek Saturday, Dec. 1, 2012, near freight train tank cars that derailed Friday in Paulsboro, N.J. Residents in an area of about 12 blocks near the derailment remain out of their homes as officials continued their efforts to clear a hazardous gas that spewed from a ruptured freight train car. The precautionary evacuations were ordered late Friday, hours after a train derailment, and will likely remain in effect throughout the weekend and possibly longer. The order came after readings showed higher levels of vinyl chloride in the air. (AP Photo/Mel Evans)

(AP) ? Residents of Paulsboro were ordered to stay inside and schools were closed Monday after unsafe levels of a chemical were found in the air near where a train derailed last week.

Officials said shelter-in-place order came at about 6 a.m. when the level of vinyl chloride spiked.

U.S. Coast Guard Capt. Kathy Moore said the agencies involved in cleaning up the cars are unsure why the chemical level rose Monday.

She said officials in towns near industrial Paulsboro, just across the Delaware River from Philadelphia International Airport, have been put on notice in case the chemical level rises in their communities, too.

She said that sheltering in place was a better move than evacuating Paulsboro because on a day without much wind, the gas stays close to the ground but does not penetrate sealed homes. "We just don't want people walking around outside," Moore said.

By 9 a.m., she said the level had dropped. But it was not clear when the sheltering order would be lifted. The order meant that everything in town was closed Monday morning.

Work on the cleanup was also halted because of the chemical levels, which were above 1 part per million in the air.

Seven cars on a freight train derailed early Friday as the train passed over a bridge that buckled in 2009. One car carrying vinyl chloride, a gas used to make PVC plastic, ruptured. Dozens of nearby residents were sickened ? though none had life-threatening conditions. More than 100 residents were evacuated.

The presence of the chemical, which in high amounts, is linked to problems from breathing trouble and dizziness to death, has complicated the cleanup and investigation of what went wrong.

National Transportation Safety Board members have been conducting interviews and reviewing records, but staying away from the site.

Late Sunday, crews began removing the vinyl chloride, which had naturally solidified, from the ruptured tanker. Moore said that work stopped at about 2 a.m. Monday because workers were having trouble reaching the remaining chemical at the bottom of the tanker car.

She said it's not clear whether the chemical removal is connected to the higher levels found in the air hours later.

The NTSB has said that signal problems were reported at the bridge the day before the derailment.

Some politicians have said the accident points to a bigger problem of heavy trains passing over aging infrastructure.

The low bridge that partially collapsed last week was originally built in 1873.

Which Gaming Platform Had the Most Exclusives in 2012 ...

On a fanciful whim, TechnoBuffalo?s Senior Gaming Editor?Joey Davidson asked me, ?Would you like to stare at a spreadsheet for 8 hours??

Well of course I said yes. But no, I wasn?t playing Disgaea. Instead, I was data-mining Wikipedia?s various lists of games by platform to see which platforms had the most exclusive games.

As a caveat, I?ll note that these lists were compiled by humans, and then read by me, also a human, so there may be minor numerical errors, but the overall picture is accurate. There?s also probably more information a better miner of data could?ve pulled out of these spreadsheets, but here are our graphs and the conclusions we?ve reached. Also, due to the nature of PC gaming, there wasn?t one single place to get a complete list of games, so the closest we could find was the list of games released to Steam in 2012. This doesn?t account for a few EA games (none of which were PC-exclusive) or Blizzard?s games, Diablo III and Mists of Pandaria (along with, very likely, a few other big ones I?ve forgotten).

2012-gaming-exclusives-all-platforms

The PC, as expected, is the clear winner in the war for exclusivity. It has widespread accessibility both to players and developers that consoles and handhelds can?t begin to equal. It?s also the first frontier of Free-to-Play games, further enabling access for potential players.

assassins-creed-3-liberation

PlayStation Vita is a surprising second-place in exclusivity, with the Nintendo 3DS and Xbox Live Arcade following. While the Vita can?t hope to access the Xbox360 or PlayStation 3 in terms of sheer number of games released, its unique offering of hardware makes it an attractive destination for exclusive titles. More than any other system (with the potential future exception of the Wii U) it has handheld-specific versions of games like Call of Duty: Black Ops II Declassified, Resistance: Burning Skies, and Assassin?s Creed III: Liberation.

At retail, the Xbox 360 had the fewest exclusives, followed closely by the PlayStation 3. The big difference, though, is that Microsoft could count among its exclusives Halo 4 and, to a lesser extent, Forza Horizon. The closest Sony could counter with in 2012 would be Twisted Metal, LittleBigPlanet Karting?or Starhawk.

halo4-mantis

In the world of motion control, the PlayStation Move only had a few exclusive games, while Kinect had a better showing of support, neither of which is a surprise given the last couple years? worth of E3 presentations from Sony and Microsoft.

For Nintendo, the Wii and DS are clearly being pushed out the door quickly, with very few exclusives hitting either system, and only two of the 10 exclusives across both platforms being developed by someone other than Nintendo.

Like the Vita, the 3DS and Wii U had a number of platform-exclusive versions of games, with 3 on Wii U and 6 on 3DS (most of which conveniently end in ?3D? in case you weren?t sure why your eyes were crossing). Amongst these was the fabulous RollerCoaster Tycoon 3D, which our Senior Gaming Editor?loved as much as one can love an eight-year-old?s webpage from 1993.

What does this all mean this late in the console cycle? Many of the big franchises are either on hiatus or preparing for the next generation of consoles; but, even so, 2012 has shown us how little reason there is to own both a PlayStation 3 and an Xbox360.

Almost everything on a disc hits both systems, with the exception of core franchises like Halo. Personally, aside from PSN games, my PlayStation 3 spent more time on Uncharted and Yakuza games than anything else this generation.

2012-gaming-graph-retail-vs-download

The real reason to own both, this generation, has been in the downloadable space. Many games writers, including those of us at TechnoBuffalo, are finding more downloadable games than ever in our end-of-year lists. These are games we?ve pulled from PlayStation Network, Xbox Live Arcade, and Steam. Even in that arena, though, many downloadable games are hitting both consoles as well as PC and multiple mobile platforms. Cross-compatible engines like Epic?s Unreal and the increasingly popular Unity engine are making it easier than ever to put your game in front of as many eyes as possible.

Exclusives can certainly be important. When Bungie says they get some credit for the fact that the Xbox 360 even exists,?they?re not exaggerating. Nintendo would still be a card company without its stable of mascot characters and the eternally popular games they inhabit. This year, though, exclusives don?t have the same weight they?ve had in the past. But then, we?ve got a new console generation just a year or two away.

I can?t wait to see what happens.

Exploring the causes and cures of a common problem: Dandruff
As the mother of two children who have had their fair share of lice scares, I am acutely aware ? and suspicious ? of head scratching of any sort, including my own. But most of the time, an itch on the noggin is most likely related to dandruff, a common inflammatory scalp condition, says Lynn McKinley-Grant, an associate professor of dermatology at the Georgetown University School of Medicine.

(AP) ? A man found dead of an apparent suicide in an Alaska jail was not only suspected of killing an Anchorage barista but may be linked to seven other possible slayings around the country, investigators said.

Israel Keyes, who had also confessed to killing a Vermont couple, was found dead in his cell Sunday, authorities said at a news conference that included U.S. Attorney Karen Loeffler, the FBI, and Anchorage police.

Keyes was to stand trial in March in Anchorage federal court for the slaying of 18-year-old Samantha Koenig, who was abducted from a coffee kiosk in the city last February. He was later arrested in Texas after using the victim's debit card.

Anchorage police chief Mark Mew said Keyes confessed to killing Koenig, as well as killing Bill and Lorraine Currier, of Essex, Vt.

The bodies of the Curriers have never been found. They were last seen leaving their jobs on June 8, 2011. Co-workers reported them missing the next day.

Keyes didn't have a clear pattern in victims, who ranged widely in age, authorities said. Money appeared to be just a partial motive.

Authorities said they may never know the full extent of Keyes' crimes because he parsed out only a little information at a time, withholding names and locations of most of his victims.

Keyes, 34, also indicated he killed four others in Washington state and one person in New York state but didn't give the victims' names, authorities said.

Authorities wouldn't say how Keyes killed himself, only that he was alone in his cell. An autopsy will be conducted.

Keyes could have faced the death penalty in the Koenig case.

The FBI contends Keyes killed Koenig less than a day after she was kidnapped. Her body was recovered April 2 from an ice-covered lake north of Anchorage.

Koenig's disappearance gripped the city for weeks.

A surveillance camera showed an apparently armed man in a hooded sweat shirt leading Koenig away from the coffee stand. Koenig's friends and relatives established a reward fund and plastered the city with fliers with her photo in hopes of finding the young woman alive.

Prosecutors said Keyes stole the debit card from a vehicle she shared that was parked near her home, obtained the personal identification number and scratched the number into the card.

After killing Koenig, Keyes used her phone to send text messages to conceal the abduction, according to prosecutors. He flew to Texas and returned Feb. 17 to Anchorage, where he sent another text message demanding ransom and directing it to the account connected to the stolen debit card, according to prosecutors.

Keyes made withdrawals from automated teller machines in Alaska, Arizona, New Mexico and Texas before his arrest in Texas, according to prosecutors. He was charged with kidnapping resulting in Koenig's death.

Koenig's family said there was no apparent previous connection between the teen and the suspect. Reached by phone Sunday, Koenig's father, James Koenig declined to comment on Keyes' death.

In Vermont, the U.S. Attorney's Office said in a statement Sunday that it has been working with investigators in Alaska since April on the Currier case.

Investigators have determined that the couple's home was entered forcibly, and that there was evidence of a possible struggle.

Their car was stolen and was recovered several days after their disappearance at an apartment complex about three-quarters of a mile away from their home.

Marilyn Chates, Bill Currier's mother, told The Associated Press that police contacted her some time ago to tell her about Keyes' confession and to tell her that they believed the couple's killing was random.

Certificates of presumed death were issued over the summer and a memorial service was held in late summer, she said.

Vermont authorities called Chates Sunday to tell her of Keyes' suicide.

"After some thinking, our family has been saved the long road ahead ? trials, possible plea agreements and possible appeals ? and perhaps this was the best thing that could have happened," she said from her home in Florida Sunday evening.

Keyes was thorough and methodical in disposing victims, authorities said Sunday. Only Koenig's body has been recovered.

There may be victims in other states, besides the four states noted by Keyes, FBI Special Agent in Charge Mary Rook said.

Keyes also confessed to bank robberies in New York state and Texas.

Romney's big loss leaves GOP with no clear leader

BOSTON (AP) ? Mitt Romney's shadow looms over a Republican Party in disarray.

The face of the GOP for much of the last year, the failed presidential candidate has been a virtual ghost since his defeat Nov. 6. He has quietly weathered the fallout of the campaign from the seclusion of his Southern California home, emerging only momentarily for a private lunch at the White House with President Barack Obama on Thursday.

His loss and immediate withdrawal from politics, while welcomed by most, has created a leadership vacuum within his party. It's left the GOP rudderless, lacking an overarching agenda and mired in infighting, with competing visions for the way ahead, during what may be the most important policy debate in a generation.

In his final meeting with campaign staffers at his Boston headquarters, Romney promised to remain "a strong voice for the party," according to those in attendance. But so far he has offered little to the Capitol Hill negotiations over potential tax increases and entitlement program changes that could affect virtually every American.

He declined to comment on the Treasury Department's recent refusal to declare China a currency manipulator, which was one of his signature issues over the past 18 months. He made no public remarks after his meeting with Obama, quickly fading away, again.

"If I had to tell you somebody who is the leader of the party right now, I couldn't," said Amy Kremer, chairman of the Tea Party Express, which is among the conservative factions vying for increased influence. "There's a void right now."

There's no shortage of Republicans maneuvering to fill it, from House Speaker John Boehner of Ohio to a number of high-profile politicians looking to boost their national profiles, if not position themselves for a 2016 presidential run. That group could include former Florida Gov. Jeb Bush, son and brother of presidents, and New Jersey Gov. Chris Christie.

Republican officials acknowledge party tensions between the moderate and conservative wings, as well as the tea party and evangelical constituencies. But they dismiss the leadership vacuum as a standard political reality for the losing party in the presidential race. Romney, a former Massachusetts governor, never had a strong relationship with the conservative base, given his more moderate past.

Party officials are optimistic that a team of younger and more diverse leaders, drawn from the ranks of governors and Congress, will emerge in the coming months to help strengthen and unify what is now a party grappling with its identity. That list includes Florida Sen. Marco Rubio, and Govs. Bobby Jindal of Louisiana and Nikki Haley of South Carolina.

The GOP was in disarray following its 2006 showing, searching for a new path and leader at a time when President George W. Bush was deeply unpopular.

Arizona Sen. John McCain, the 2008 presidential nominee, briefly assumed control of a party that he long had criticized, but it never really warmed to him. He lost to Obama, and shortly after that, the party turned to an African-American official, Michael Steele, to serve as its chief spokesman. But the decision was widely seen as a mistake, as Steele, a former Maryland lieutenant governor, presided over major financial problems as head of the Republican National Committee.

All that created a leadership vacuum that helped give rise to the tea party movement in 2009 and sparked rounds of internal battles between party pragmatists and more extreme conservatives.

Republican strategist Phil Musser is among those suggesting that the current presents a breakout opportunity for the current party chairman, Reince Priebus. The 40-year-old Midwesterner largely played a supporting administrative role in his first two years on the job.

"To some degree it's a challenge in as much you don't have a standard bearer to rally behind that unifies central themes of the conservative movement," Musser said. "The bottom line is that a little bit of messiness and frank family discussion is not a terrible thing after an election like this."

But Democrats are emboldened, both by their Election Day successes and the subsequent Republican discord.

GOP factions are fighting over multiple issues: the "fiscal cliff," which will dominate the debate on Capitol Hill at least through the end of the year; blame for Romney's defeat; and how to appeal to a shifting and more diverse electorate and unify its message.

The party's most passionate voters are reluctant to abandon hard-line immigration policies that have dominated their thinking for years. But Washington-based strategists describe a dire need to win over more Hispanic voters and other minorities who overwhelmingly supported Obama in the swing states that decided the election.

At the same time, rank-and-file Republicans on Capitol Hill are struggling to coalesce behind a single message during fiscal cliff negotiations that have exposed a new rift with fiscal conservative guru Grover Norquist and his anti-tax pledge.

There's also evidence that the fight isn't over between the conservative and pragmatic wings of the party in Senate primaries.

Conservatives wasted little time signaling that they would work to defeat Shelley Moore Capito, a popular congresswoman from a storied West Virginia political family, as she seeks the nomination for the chance to challenge Democratic Sen. Jay Rockefeller in 2014. Within an hour of Capito's announcing her candidacy, the deep-pocketed conservative Club for Growth branded her as the "establishment candidate" whose record in Congress of supporting prominent bailouts has led to bigger government.

Democrats already are working to exploit the GOP divisions to strengthen their own political standing.

The president has taken his party's message directly to voters. He visited a Pennsylvania toy manufacturer on Friday, calling for Republicans to embrace the immediate extension of tax cuts for all but the top 2 percent of wealthiest Americans.

Though Boehner has taken the lead in negotiations with the White House, Republicans generally did not have a standard-bearer to counter that message. Instead, they're relying on familiar Capitol Hill leaders to guide party doctrine during his debate.

"We don't have one person out there carrying that torch. You'll have (South Carolina Sen.) Lindsey Graham, Speaker Boehner, (Wisconsin Rep.) Paul Ryan, John McCain ? same old, same old," said Republican strategist Hogan Gidley, a senior official on former Pennsylvania Sen. Rick Santorum's unsuccessful presidential bid. "Void of a singular leader, we're going to have to rely on some of the younger more dynamic speakers to go out and make our argument."

No one, it seems, is talking about Romney assuming any sort of leadership role.

"I don't think that we need to be looking toward Mitt Romney to articulate our principles," said Jenny Beth Martin, co-founder and national coordinator for the Tea Party Patriots.

It appears Romney may cooperate, choosing business over politics in defeat.

The former businessman is subletting office space at the Boston-area venture capital firm, Solamere Capital, which was founded by his oldest son. Former aides expect Romney to stay out of the spotlight for the foreseeable future ? spending colder months at his California home and warmer months at his New Hampshire lake house.

"It might be better for him, better for the party, to start fresh," Gidley said.

Congo rebels complete Goma pullout

M23 rebels withdraw from the eastern Congo town of Goma, Saturday Dec. 1, 2012. GOMA, Congo (AP) ? Rebels believed to be backed by Rwanda completed their retreat from Congo's eastern provincial capital on Saturday less than two weeks after taking control of the strategic city, a military official said.

The retreat, however, may be tentative after a leader for the M23 rebels said they now wanted to negotiate with the government within 48 hours.

Ugandan Brig. Jeffrey Muheesi, who is part of a mission sent by regional leaders to oversee the rebel retreat, said the rebels' pullout from Goma was complete.

"They have pulled out of Sake and Goma, and now Congolese government policemen are controlling the central bank, the governor's office and the border post," he said from the outskirts of Goma.

The M23 rebels took the capital of North Kivu on Nov. 20, after battling the Congolese army for nearly a day. The group had defied two earlier ultimatums to leave Goma, raising the possibility they did not intend to leave and giving credence to a U.N. report accusing Rwanda of using the rebels as a proxy to annex territory in the mineral-rich eastern Congo.

The eight-month-old M23 rebellion is led by fighters from a now-defunct rebel group, who agreed to lay down their arms on March 23, 2009, in return for being allowed to join the ranks of the Congolese army. M23 takes its name from the date of that accord, and the rebellion began in April, when hundreds of soldiers defected from the military, saying that the terms of the accord had not been respected.

In fact, most analysts believe the origin of the rebellion is a fight over Congo's vast mineral wealth, a good chunk of which is found in the North Kivu province where Goma is the capital. Starting this spring, the fighters seized a series of small towns and villages in North Kivu, culminating with the capture of Goma, a population hub of 1 million and a key, mineral trading post.

The regional bloc representing the nations bordering Congo had issued a Friday deadline for the M23 fighters to retreat from Goma, after the rebels had thumbed their nose at an earlier ultimatum. M23 rebels began retreating on Tuesday from the other territories they seized.

Trucks full of M23 soldiers were driving out of Goma this morning. A column of rebels on foot walked near the convoy, mirroring the column of fighters that first walked into the city a little less than two weeks ago. The rebels left in a matter of hours and in an orderly fashion, carrying rifles and ammunition. Some of the trucks also carried mattresses and even a generator.

"Now we are waiting for the negotiations, within 48 hours," said a leader of M23, Gen. Sultani Makenga, as he left Goma.

He said the rebels would wait for a cease-fire to be signed.

"If the government wants, we will come back," he said, adding that they'd do so through negotiations, or force if needed.

The rebels' withdrawal also comes after they attempted to force their way into Goma's international airport on Friday in order to seize arms belonging to the Congolese military.

"An agreement was reached yesterday over the ammunitions issue," said Sy Koumbo, a spokesman for the U.N. mission in Congo. He said that U.N. peacekeepers had control of the airport and blocked the fighters from obtaining the arms.

But M23 leader Gen. Makenga said the matter had not been resolved.

"We decided to leave. We will get all this back, when our turn comes," he said.

Goma's residents have denounced the M23 rebels for looting several small shops and houses.

In the Majengo neighborhood, a shopworker said that fighters stole money, a phone, oil and alchohol. Other people said the M23 rebels were going door-to-door, looking for valuables to loot.

"At midnight, I heard my children screaming that someone wants to break the door," said a 65-year-old man who insisted on anonymity out of fear for his safety.

The rebels will settle in Kibati, a mere 15 kilometers ( 9 miles) from Goma in the coming days and 600 Congolese army soldiers will move into Goma alongside a neutral force made of troops from the countries that are a part of the International Conference on the Great Lakes Region.

Batmobile up for sale at classic car auction - The Eagle-Tribune

Holy hot rod, Batman!

The iconic Batmobile from the 1960s television show is going up for auction early next year.

The midnight-black and fluorescent-red-pinstriped car that Adam West?s Batman used to battle villains in Gotham will be up for grabs Jan. 19 at Barrett-Jackson, the Scottsdale, Ariz., rare and classic auto auction house.

There is a reserve price for the car, but the neither the auction house nor the car owner, famed car customizer George Barris, would confirm the lowest dollar amount they would accept. Plans for the sale were revealed at the L.A. Auto Show.

?Let?s just say it?s in the multimillions,? said Craig Jackson, chief executive of Barrett-Jackson. ?The car is true Americana. It?s hard to put a dollar figure on something like that.?

There?s likely to be plenty of potential buyers. The one-of-a-kind 1955 Lincoln Futura concept car was originally created by a design team at Ford Motor Co.?s Lincoln styling department. The 19-foot-long, two-seat, bubble-topped grand touring car prototype was entirely hand-built in 1954 by Ghia Body Works in Turin, Italy, and unveiled in its original pearlescent ?frost-blue? white paint finish in 1955 at the Chicago Auto Show.

In late 1965, 20th Century Fox Television and William Dozier?s Greenway Productions tapped Barris to come up with a car to foil Batman?s enemies. Barris said he transformed the Lincoln in just 15 days for $15,000.

Barris, who also made the Munster Koach and ?Beverly Hillbillies? jalopy from the 1960s TV shows, turned out a monster.

The car features bulletproof plexiglass bubble windshields and the Bat Ray (dual 450-watt laser beams that blasted obstacles to bits). It also has a Bat-O-Meter, which identified the location of the bad guys, as well as oil squirters (fashioned from lawn sprinkler heads) to foil evildoers.

?I saw the script and it said, ?Bang,? ?Pow,? ?Boom,? ? Barris, now 87, said. ?That?s exactly what I wanted the car to do. I wanted it to be as big a character as the actors.?

Since the television show ended in 1968, the Batmobile has been on display at Barris Kustom Industries in North Hollywood, Calif., in a gallery. Selling the car is bittersweet for Barris. It?s been his trademark for years. His cellphone?s ring tone is a familiar theme song: ?Na na na na na ? Batman.?

?It?s difficult to part with,? Barris said. ?Whoever the lucky buyer is, I hope they have as much fun with it as I did.?

Otterbox Defender for iPhone 5 review

OtterBox is one of the leading brands when it comes to reliable protection for iPhone and iPads, so it comes at no surprise that the OtterBox Defender for the iPhone 5 offers phenomenal, high-quality protection to your precious device. If you live a rugged lifestyle that frequently puts your iPhone 5 in danger, you're definitely going to want to give the OtterBox Defender a look.

OtterBox offers many different cases for the iPhone 5 (and other devices), but the Defender Series is the most robust of them all. OtterBox claims that the Defender protects your iPhone against drops, shocks, dust, and scratches with its three layers of protection and built-in screen protector.

Because of the complexity of this case, putting on the OtterBox Defender is a bit of a chore. I struggle most with opening the case since it has at least six different clasps to lock the case in place. But once you get through that, putting on the case is pretty easy.

Since the screen protector is built into the case, you'll want to make sure that the inside of it is dust and lint free. If it is, the fit is so perfect that you won't even notice that there's a screen protector. This is a lot coming from someone who's very anti-screen-protectors. I hate them and they way they feel, but the built-in protector in OtterBox Defender is completely invisible and feels like glass. I'm seriously impressed.

Although the OtterBox Defender for iPhone 5 is very protective, it does not protect against everything, namely water. It will definitely keep your phone protected from splashes or quick phone calls in the rain, but don't expect to be able to retrieve an undamaged iPhone that's been dropped in the lake... or toilet.

The areas of the iPhone 5 that are not protected by the OtterBox defender are the speaker, mic, and camera. The volume switch, lightning connector, and headphone jack all feature flaps of rubber that provide protection when not in use, yet give easy access when it's time to use them. It will appear that the Apple symbol on the back of the iPhone 5 also isn't protected, but it is; there is a cutout in the case, but it is covered with the same invisible material used for the screen protector.

One of the downsides of super protective cases is that they add a considerable amount of bulk and the OtterBox Defender is no exception. But if your iPhone 5 is at risk of experiencing long falls and drops, the extra bulk is a necessary trade-off. I'd much rather have a bulky phone that worked, than a thin one with a shattered screen. I can say from experience that the OtterBox will protect your phone against all sort of gadget-enemies including toddlers, toy boxes, and baby drool.

The good

  • 3 layers of protection
  • Flaps to cover all the ports
  • Only leaves mic, speaker, and camera unprotected (for good reason)
  • Lots of colors to choose from

The bad

  • Apple symbol cutout isn't perfectly centered
  • Extremely difficult to take off (tip: start at the bottom of the iPhone)
  • Adds a lot of bulk

The conclusion

If you're in the market for a super durable case for your new iPhone 5, the OtterBox Defender is an excellent choice. It may be a little more bulky than your average case, but for people with dirty, dangerous, or labor intensive jobs... or small children, the extra protection is priceless. The OtterBox Defender comes in eight different colors as well, so there's sure to be one that fits your style and personality.

'Here Comes Honey Boo Boo' star arrested

By Peter Gicas, Eonline

It looks like a "Here Comes Honey Boo Boo" star made a bit of a, well, boo boo.?Cousin "Crazy Tony" Lindsey was arrested for reckless conduct while wearing -- wait for it -- a gorilla suit, E! News confirms.

See Honey Boo Boo portrait made entirely out of trash

Lindsey, who's made a bit of name for himself on the TLC reality series by way of his four-wheeling stunts, was spotted on a Georgia highway by an officer who claims Lindsey appeared as if he was going to jump in front of the police car. As a result, he swerved his vehicle to avoid hitting Lindsey, according to the deputy who spoke to E! News.

The officer subsequently stopped, got out of his vehicle and allegedly saw Lindsey and six other individuals (four adults and two children) running away into the woods, only to have them return after threatening to release his K-9 on the group.

As for the gorilla suit Lindsey had been wearing, the suspects admitted they got rid of it in the woods.

Lindsey and the others are no longer in custody.

We offer training in rappelling, rock climbing, bouldering, mountaineering, setting traps and snares. Some of our members enjoy birding, noodling, hunting, tracking and more.

Part of survival involves personal security, self-defense, fire arms training, land navigation, map reading, terrain association and weapons disarming.

We also teach common sense approaches to emergency preparedness. We offer training in mitigating risk and avoiding poor prior planning.

Certain members are knowledgable in prepping and enjoy sharring ideas and experiences. Most of our instructors have been trained in military fighting styles, as well as various fighting arts.

Our school is small and specialized, however we are known all around the world. We have members that reside in various states within the United States, also from other countries in the United Kingdom.

I cordially invite you to join our organization and take advantage of the limited time to free membership registrations that expires January 1st, 2013.

Sincerely,

Daniel W. Shrigley

GI charged in WikiLeaks case admits making noose

FORT MEADE, Md. (AP) ? As a military prosecutor held up a knotted bedsheet in court, Pfc. Bradley Manning acknowledged on Friday that he fashioned a noose and contemplated suicide shortly after his arrest on charges of engineering the biggest leak of classified material in U.S. history.

The pretrial testimony appeared to support the military's argument that it was trying to protect the former Army intelligence analyst from harming himself by taking away all his clothes, keeping him in strict isolation and shackling him when he was outside his cell.

Manning's lawyers argue that the conditions he experienced for nine months at the Marine brig in Quantico, Va., amounted to illegal punishment, lasting well past the time he was having suicidal thoughts, and that the charges against him should be dropped as a result.

On Friday, prosecutor Maj. Ashden Fein produced a knotted, peach-colored sheet from an evidence box on the prosecution table and held it up, displaying a loop in the fabric.

"You made a noose out of this?" he asked Manning.

"Yes," the soldier replied.

Manning, 24, said he fashioned the noose while being held in Kuwait soon after he was accused in May 2010 of leaking reams of military and diplomatic documents to the website WikiLeaks. He said his time in Kuwait was the lowest he felt during his entire confinement.

When he was transferred to the brig at Quantico in July 2010, he said, he wrote on his intake form that he was "always planning and never acting" on suicidal thoughts. He was classified a suicide risk for eight days, then upgraded to the less-restrictive "prevention of injury" status.

Manning maintains that neither designation was appropriate because he didn't feel like hurting himself after leaving Kuwait.

Quantico commanders kept the restrictions in place despite repeated recommendations by brig psychiatrists that they be eased. Among other things, Manning was given scratchy, suicide-prevention bedding, and sometimes all his possessions, including his underwear and eyeglasses, were removed from his cell.

Manning testified that he stood naked at attention during a morning head count one day after a guard appeared to object to his use of a blanket to cover himself. He said he had been put on "suicide risk" the previous day, and stripped of all his clothes at night, after he told a guard that if he really wanted to kill himself, he could do it with his underwear.

The testimony came on the fourth day of the hearing and marked the first time Manning came face-to-face with prosecutors in court. The hearing is expected to continue into the weekend.

The 5-foot-3 soldier looked youthful in his dark-blue dress uniform, close-cropped hair and rimless eyeglasses. He was animated, often speaking in emphatic bursts, swiveling in the witness chair and gesturing with his hands. More than a dozen supporters were in the courtroom.

Fein, the prosecutor, said that during eight visits Manning received when he was in brig, the soldier either said he was doing fine or didn't complain about his conditions.

In one recorded visit, a friend asked Manning if he had to perform hard labor. Manning responded that he just had to sit a lot.

"It's not that bad, like people back in the Victorian age. Because you can just sit there and think a lot," Manning said, according to a transcript read by the prosecutor.

Manning appeared more relaxed on the stand Friday than the day before, when he said he felt like a caged animal while jailed in Kuwait and thought he would die in his cell.

At times he flashed a broad smile and drew laughter from the courtroom. At one point he was asked why he requested new underwear and socks.

"The ones I had were from my deployment. They still smell like Iraq," Manning said.

Manning, who was an intelligence analyst in Baghdad in 2009 and 2010, is charged with 22 offenses, including aiding the enemy and violating espionage and computer security laws. He could get life in prison.

He is accused of sending WikiLeaks more than 250,000 diplomatic cables, classified memos, Iraq and Afghanistan war logs, Guantanamo Bay prison records and a 2007 video clip of a U.S. helicopter crew gunning down 11 men who were later found to have included a news photographer. The Pentagon said its troops mistook camera equipment for weapons.

Manning has offered to plead guilty to eight of the charges, but the military judge presiding over the case has yet to decide whether to accept the plea.
