Minnesota's political leaders clashed Tuesday over whether budget measures passed this year by the DFL-led Legislature would reduce property taxes in 2014.
Gov. Mark Dayton held a news conference with his revenue commissioner and fellow Democratic-Farmer-Labor lawmakers to tout a projection showing property taxes would drop for the first time in a decade.
The Revenue Department says 2014 property tax revenue will be $121 million less than this year's estimated revenue due to DFL-backed increased aid to local governments, sales tax exemptions for cities and counties, and refunds to homeowners and renters.
Without those measures, Revenue Commissioner Myron Frans said, property tax revenue would have risen by an estimated $181 million.
At a news conference after Dayton's, Senate Minority Leader David Hann, R-Eden Prairie, said the administration's prediction was "complete bunk."
Local officials will decide what to do with the increased state aid, Hann said, and historically what they've done is spend it.
"I don't think there's any evidence to show that increasing local government aid has the effect that they're claiming, that that somehow translates into reduction of local taxes. It just doesn't work that way," Hann said.
He said the governor's projections "are about as reliable as the e-pulltab projections. They're coming from the same source."
Earlier, Dayton also poked fun at the wildly optimistic projections the state made last year about revenues from charitable gaming to support the new Minnesota Vikings stadium.
"I just want to make clear," he said, "the division of Revenue that makes these projections is different from the one that makes the charitable gaming, e-tab projections. I hope anyway."
Whether property taxes rise or fall will be known by early next year when the state has firmer numbers. But the uncertainty gave politicians the chance for a partisan wrangle in what's been a relatively quiet summer.
Republicans said the bottom line is Minnesotans at all income levels will pay higher taxes because of the DFL budget.
"Minnesotans are going to pay more because they increased taxes by $2.1 billion. It's pretty simple," said House Minority Leader Kurt Daudt, R-Crown.
Dayton said the budget passed in the spring raised taxes in other areas -- in particular, on incomes of the highest-paid Minnesotans -- to relieve pressure on property taxes, which he called "the most unfair tax."
His administration based its projection on an assumption that local leaders will pass along half of the state aid they get in the form of property tax relief and that more homeowners and renters will claim refunds designed to absorb some of their tax burden.
After grappling with stagnant or reduced state aid for years, many communities could opt to hire new police officers, tackle a backlog of road projects or pay off debt.
Those that can't make their money stretch enough could choose to raise tax levies, too.
But they will face an additional obstacle: The Legislature imposed limits on new taxes through local levies, but local leaders won't be notified of those precise caps until September.
Dayton said that even though it's up to local officials how they spend the extra state aid, he expects they'll be "delighted" to use it to reduce property taxes.
"They hear about it just as much as we do here," he said.
The property tax-reduction prediction is based on experience, Dayton said, and the analysis was done the same way it has been done for years by Revenue Department researchers who are "insulated from the political realm."
The report showed property tax revenue will rise an estimated $103 million in 2013 and rose $351 million in 2012.
In response to questions from the media about how close previous predictions have been to reality, Dayton said he would provide that data. Revenue officials said Tuesday the information would take some time to compile.
Also Tuesday, Dayton declined to say where he went or what company he was wooing on an out-of-state business development trip last week. He said companies sometimes want to talk privately, and he criticized the media for pressing him on it.
"Do you want us to go out there and try to get more jobs for people who don't have jobs in Minnesota or not? That becomes your moral responsibility as well as your professional journalistic responsibility," he said.
"If I'm going to have to disclose where I went in that kind of situation, it's going to cost me the opportunity to try to get jobs for Minnesota."
Dayton said "it's been disappointing to me how it's been blown out of, I think, the context that it should be in."
He declined to say how many jobs the company could potentially bring to the state or how often he personally travels to recruit businesses. He said that no financial incentives were offered to the company and that he expects there will be a decision one way or another within weeks.
Dayton's schedule shows he will make another out-of-state business development trip Wednesday, but an aide said it is to a different company in a different location.

NEW YORK (Reuters Health) - Each day over the past decade, about 34 U.S. children went to the emergency room after choking on food, according to a new study of a group of nationally-representative hospitals.
Researchers found that candy was the most common culprit - although choking on hot dogs, nuts and seeds most often required kids to be hospitalized.
"These numbers are high," said Dr. Gary Smith, who worked on the study at Nationwide Children's Hospital in Columbus, Ohio.
What's more, he added, "This is an underestimate. This doesn't include children who were treated in urgent care, by a primary care physician or who had a serious choking incident and were able to expel the food and never sought care."
The estimated 12,435 children ages 14 and younger who were treated for choking on food each year also doesn't include the average 57 childhood food choking deaths reported by the U.S. Centers for Disease Control and Prevention annually, the researchers noted.
Smith and his colleagues analyzed injury surveillance data covering 2001 through 2009.
They found that babies one year old and younger accounted for about 38 percent of all childhood ER visits for choking on food. Many of those infants choked on formula or breast milk.
Overall, candies caused just over one in four ER trips, followed by meat, bones and fruits and vegetables.
Ten percent of children had to be hospitalized after choking. Kids who choked on a hot dog or on seeds and nuts were two to three times more likely to require hospitalization than those who choked on other foods, according to the findings published Monday in Pediatrics.
"We know that because hot dogs are the shape and size of a child's airway that they can completely block a child's airway," Smith told Reuters Health, noting that seeds and nuts are also difficult to swallow when children put a lot in their mouths at once.
Dr. Ronald Litman, an anesthesiologist at Children's Hospital of Philadelphia, said it's hard to tell from this study how many kids are "seriously affected" after a choking incident.
"The vast majority of these kids, by the time they get to the emergency room, they've coughed or choked it out," Litman, who wasn't involved in the new research, told Reuters Health.
However, he said that he and his colleagues see a few kids every year who have inhaled peanuts and end up in intensive care because their lungs mount an inflammatory response to the fat in the nuts.
Smith, also the president of the non-profit Child Injury Prevention Alliance, said many choking incidents could be prevented with better food design and labeling from manufacturers and with extra precautions taken by parents of young children.
"Clearly, rule number one is supervision" when kids are eating, said Dr. James Reilly, from Nemours/Alfred I. duPont Hospital for Children in Wilmington, Delaware.
Making sure food is in small enough pieces is also important, Reilly, who has studied choking but wasn't part of the study team, told Reuters Health.
For example, he said, grapes should be cut in half for young children, but raisins are probably okay whole.

The hype from the NFL last season was how the read-option was going to revolutionize the league. For those who do not know what the read-option is, get acquainted with it, Philadelphia Eagles fans. The quarterbacks who utilized this type of offense were the ones who were ? and still are ? being talked about by sports announcers. These quarterbacks were Robert Griffin III, Colin Kaepernick and Russell Wilson. Although the Baltimore Ravens beat the San Francisco 49ers in the Super Bowl with traditional offense, the read-option is not going away.
It is especially going to be a hot topic in Philadelphia. The Eagles acquired Chip Kelly, knowing fully that he is going to implement a similar offense like he did at the University of Oregon. The read-option offense is designed to neutralize both the 3-4 defense and the 4-3. It leaves a defender unblocked, which creates space for the ball handler. For the 4-3, it will leave a defensive lineman unblocked. For a 3-4, it leaves a linebacker free to roam. In each case, the ball handler will have to watch that unblocked player, and that will decide where he will run. It is designed to create open space to maneuver without squeezing between a wall of linemen.
The man who will be in charge of whipping the Philadelphia offensive line into shape is Jeff Stoutland, former offensive line coach for the University of Alabama. Kelly is scavenging for NFL success among the college ranks. Will this strategy pay off??Stoutland is an inexperienced rookie in the NFL, but he has won two national championships at Alabama. These are credentials that will matter less than swirling dust if Kelly doesn?t succeed at the pro level. The pressure is on for them, as the first official rookie training camp kicks off this Monday.
Stoutland, who replaced?Howard Mudd, doesn?t seem to be feeling this weight. He told reporters that he hasn?t changed anything from college, and that he is having fun. When asked about the read-option and if it could be a success, he mentioned his time under head coach Nick Saban. He told reporters that defensive coaches deal with packages, strategies that are used in unique situations, but when an offense runs a no-huddle offense, it throws their world into chaos. So, in short, it seems that Stoutland is confident of Kelly?s approach, as he was with Saban?s. Like any good offense, the road to success relies heavily on its line.

DALLAS (AP) ? Dell Inc. is making a late push to win shareholder support for founder Michael Dell's plan to take the slumping computer maker private, an indication that Thursday's scheduled vote could be close.
Supporters of the $24.4 billion buyout offer believe Dell Inc. stands a better chance of turning around if it can make long-term strategic decisions without worrying about meeting Wall Street's quarter-to-quarter expectations. But some big investors have already signaled opposition to the bid. Activist investor Carl Icahn believes the offer undervalues the company.
The company's decision to go private is a reflection of the tough times facing the personal computer industry as people delay replacing traditional computers and spend their money instead on the latest smartphones and tablets. PC sales have been falling, and tablets are expected to outsell laptops this year.
CEO Michael Dell is hoping to evolve the company into a more diversified seller of technology services, business software and high-end computers ? much the way IBM Corp. had successfully transformed itself in the 1990s.
Shareholders have until Thursday's meeting at the company's headquarters in Round Rock, Texas, to cast votes.
On Tuesday, a special committee of the company's board sent a letter to shareholders emphasizing its opposition to a rival plan by Icahn and his Southeastern Asset Management fund. Together, they own 13 percent of Dell.
The committee said Icahn could have trumped the $13.65-per-share offer from Michael Dell and his group of investors, but instead submitted a recapitalization plan that it called risky and short on details. Icahn's plan calls for rewarding shareholders with some cash now, but leaving about a third of the shares outstanding for shareholders to benefit from a successful turnaround.
"I believe it's a very, very close vote," said Patrick Moorhead, a technology analyst in Austin. "Institutional investors usually let a company know where they stand, so you can imagine a war room where (Dell advisers) are counting votes."
In corporate elections like this, shareholders can change their vote right up to the last minute. Michael Dell's task is made more difficult by an agreement that he would not cast his shares, which represent about 16 percent of the company's stock. That means the board needs slightly more than 42 percent of Dell's outstanding stock to accept Michael Dell's offer to get the deal done.
The company said Thursday's meeting could be called to order and then quickly adjourned without taking a formal vote to give the board more time to round up support for the buyout. If the vote is delayed, analysts say Michael Dell's group might even sweeten his offer.
In an open letter released Wednesday, Icahn called for a vote Thursday regardless of the outcome: "Can you imagine a political election contest where one side could push off the election to wait for a better day to hold the election ? a date when it is hoped they might do better in the vote than they would have done on the originally scheduled election date?"
It would have been hard to imagine the company bearing Michael Dell's name facing this situation a decade ago, when it was riding high and leading the world in PC sales.
That was before the shift in how people engage with technology. Although the company has branched out into servers, storage devices and services, it is still heavily dependent on PCs and has suffered from the rise of smartphones and tablet computers. Last week, research firm IDC said worldwide PC shipments fell 11 percent in the April-June period, compared with a year earlier. That followed a 14 percent decline in the first three months of the year, the steepest quarterly drop since IDC started keeping records in 1994.
Dell shares have never recovered from their split-adjusted peak of nearly $60 during the dot-com boom in 2000. They were at a three-year high of around $18 in February 2012, when they started sliding again in the face of weakening PC shipments. Michael Dell began talking with potential partners about a private buyout even before the shares hit a low of $8.69 in November.
Rumors of a deal sent the shares higher before the board announced the agreement with Michael Dell and other investors on Feb. 5. A four-member special committee of the Dell board recommended that shareholders take the buyout, saying that it minimized their risk and gave them an all-cash payment at a premium over the share price before news of a possible deal leaked.
The committee said that it had wrangled six price increases from the group and that despite contacting dozens of other potential buyers, no superior offers emerged. One possible buyer, private equity firm Blackstone Group LP, dropped out in April, citing Dell's "rapidly eroding financial profile."
Icahn and Southeastern Asset Management have said that the buyout offer undervalues Dell, an opinion that has been echoed publicly by at least four more of Dell's top 20 shareholders. Icahn has proposed that the company buy back 1.1 billion shares at $14 each and added another element last week that will give stockholders warrants to buy additional shares. He has valued his plan at $15.50 to $18 per share. If Icahn and Southeastern succeed in defeating the private-buyout offer, they would seek to replace the Dell board ? but haven't named their candidates ? and put their own plan in effect.
Michael Dell's group got a boost when that offer was endorsed by three big shareholder-advising firms.
One of them, Glass, Lewis & Co., said it sympathized with those who believe the buyout offer was too low, "especially considering that many of the unhappy shareholders are long-term investors in Dell who likely purchased the stock at higher average prices" than $13.65. Still, the firm said, the certainty of a cash payout was better than the risk in continuing to hold Dell shares, which it said would fall "significantly" if the buyout is rejected ? maybe by nearly half.
Dell's stock fell 14 cents, or 1.1 percent, to close Wednesday at $12.88, below the $13.65 offered in the buyout. That's an indication that investors aren't holding out for a higher bid. Some analysts fear the stock will sink below $9 again if the deal with Michael Dell falls apart.
Michael Dell, the company's largest shareholder, is throwing in all of his stock and $750 million of his $16 billion fortune to help finance the sale to a group led by the investment firm Silver Lake. Dell's stock-and-cash contributions to the deal are valued at about $4.5 billion.
Software maker Microsoft, which counts Dell among its biggest customers, is backing the deal by lending $2 billion to the buyers. The remaining money to pay for the acquisition is being borrowed through loans arranged by several banks, saddling Dell with more than $15 billion in debt that could raise doubts about its financial stability among its risk-averse corporate customers.
The sale is structured as a leveraged buyout, which requires the acquired company to repay the debt taken on to finance the deal. Dell's sale is the second-highest-priced leveraged buyout of a technology company, trailing the $27 billion paid for First Data Corp. in 2007.
The Dell story is now famous: A 19-year-old started a business in 1983 by selling computer disk drives from his dorm room at the University of Texas at Austin. Soon he was assembling computers and undercutting conventional retailers on price. He then raised $30 million by taking the company public in 1988. Dell went on to change the PC business with low costs, customized orders and direct sales ? first over the phone and later the Internet. The CEO climbed the ranks of the richest Americans.
In 2004, when Dell stepped aside as CEO, sales topped $40 billion a year and were on their way to more than $60 billion. Dell returned as CEO in 2007, after the company had fallen behind Hewlett-Packard Co. as the world's largest PC maker and after it endured an accounting scandal that resulted in a $100 million corporate penalty and Dell himself paying $4 million. The company's stock is down by more than 40 percent from where it stood when Dell returned for his second stint as CEO.
Now 48, Dell is seeking to turn the company around away from the glare of Wall Street and the demand for short-term, next-quarter results that investors demand from public companies. He would build upon the company's recent efforts through acquisitions to get into more-profitable lines including business software, network security and consulting.
Cindy Shaw, a technology analyst in San Francisco, said shareholders should take the $13.65 and get out. She remains skeptical about the company's ability to reinvent itself.
"The proposed strategy isn't substantially different from plans that haven't worked since Michael came back as CEO six years ago," Shaw said. In her view, the company lacks speed and panache in pursuing openings created by new technology, but Dell wants to secure his reputation and "really believes he can turn this around."
Moorhead was more upbeat and said that getting away from Wall Street's obsession with short-term results would help.
"It could take five or six years to switch from a PC maker to an end-to-end enterprise IT player," he said. "I have a lot of confidence in Michael Dell's ability to lead this company's transformation."

This comes from sources familiar with the company?s future plans. When this update comes, users will enjoy in enhancements for their built-in apps, OS?s multitasking improvements and brand new notification center. Don?t confuse this Windows Mobile Blue with the other recently previewed Windows 8.1.
According to Microsoft, the Windows Mobile 8 users won?t wait long to see this update available on their devices. It?s just a matter of time when they will release it and it was said that they are currently working on making it available to supported devices.

Hours after the shocking not guilty verdict was announced for Trayvon Martin's fatal shooter George Zimmerman, protestors have called for a boycott on the state of Florida.
Immediately following the verdict, a Facebook page urging people to not support select Florida-based companies launched.
"Florida's "Stand Your Ground Law" killed Trayvon Martin's opportunity for justice. Stand Your Ground must be repealed and corporations based in Florida that profit from our patronage must stand with us against Stand Your Ground or we will make them pay in their pockets. Economic embargos and boycotts have worked to debilitate America's unjust laws like Jim Crow and alienate and starve countries like Cuba. Various people upset by Saturday's night's announcement have started putting together petitions to rally in the memory of Martin.
Young men or women despite race or background should be able to walk down the road and not have to worry about being pursued or killed after standing their grown. No one will ever know what exactly happened that night. However, if you believe that the laws that allowed Zimmerman to be not guilty of the murder of Trayvon should be changed or repealed sign this petition and do not visit Florida for vacation or any other reason that could be avoided. Imagine Miami Memorial Day weekend without the supporters of the Martin family. What if families visited the house of mouse in California instead of pumping Millions of dollars into Florida tourism? Like Martin Luther King Jr. and the Bus boycott of the 1960s we can make a change with the power of our dollar and our voices. With the record amount of profits coming straight from tourism, a stern boycott would presumably spark a huge message.
So here's the thing. In Florida, if someone doesn't like the way you look, they can stalk you, provoke a fight with you, and then shoot you. All perfectly legal in Florida. So here's the question: why would any sane person go to Florida? "Florida" is a brand, and that brand is highly dependent on tourism. Damage that brand and you inflict real punishment on Floridians. If you care about what happened to Trayvon Martin, then boycott Florida. No vacations, no conventions, no business trips, no cruises, nothing. While Zimmerman was acquitted, he may have to go into hiding for a while.
Zimmerman showed no emotion as the verdict was read. Afterward, he smiled slightly and shook hands with one of his lawyers. Zimmerman may have to go into hiding and be unable to live a normal life for some time, said Jose Baez, the defense attorney who successfully defended Casey Anthony, a Florida mother accused of killing her daughter in a high-profile capital murder case.
